Fixed a bug where XrmToolBox did not succeed to update existing tools with a message indicating the tool file is in use

Fixed a bug that wouldn't let XrmToolBox starts with some specific Windows language settings 

Fixed a bug where application protocol cannot use parameters to start XrmToolBox

Known issues
Opening Power Apps maker portal might goes to default environment instead of connected environment. The issue comes from Connection controls and will be fixed in a future release of these controls
